Dr. Jim Matthews founded Habitat Assessment and Restoration Program (HARP), in partnership with Dr. Larry Mellichamp, in the mid 1990’s. HARP has grown steadily since then to become one of the Carolinas most trusted environmental consulting firms. HARP has a staff of environmental scientists who combine their expertise to help clients achieve their project goals.

Based in the Charlotte metro area, HARP has participated in projects of all sizes across the piedmont, foothills, and mountains of the Carolinas. HARP has gained a strong reputation across the Carolinas and is recognized by many regulatory agencies as a high quality consulting and service provider for a variety of environmental and natural resources projects.

HARP frequently performs the following services:

  • Stream restoration design using a variety of methods including Rosgen methodology as well as construction oversight.
  • Bioengineering and vegetation plan design for stream bank stabilization and riparian buffer creation.
  • Rain garden design, vegetation installation and maintenance.
  • Pond design, planting, maintenance and remediation.
  • Vegetation installation.
  • Wetland creation and wetland enhancement for mitigation.
  • Stream and wetland mitigation monitoring.
  • Analyses of tracts of land, describing past management and composition of plant communities. These studies provide input into land planning for residential and commercial developments, highways, parks, gardens, airports and golf courses.
  • Endangered plant and animal surveys for large or small development projects, utility lines and road rights-of way.
  • Rescue and transplanting assignments for rare plant populations.
  • Restoration of habitats following disturbance. This may involve replanting or reintroducing species, along with monitoring survival and community changes.
  • Unbiased, scientific analysis or monitoring of restoration projects performed by other entities.
  • Assisting in the design of master plans for parks, gardens, municipal projects and projects by private developers, trail guide or educational guide preparation.
  • Preparation of Environmental Assessments (EA), Environmental Impact Statements (EIS) or environmental review.
  • Performing Natural Heritage surveys of counties to determine local, State, Regional and Nationally significant sites.
  • Site Inspection by a Certified Site Inspector.
  • Tree surveys per local Ordinances.
  • LID & LEEDS Stormwater Consultation.
  • Permitting
