Current Position and Background:
Dr. Matthews is the founder and President of HARP. He began his teaching career as a professor of Biology in 1962. He has been with the University of North Carolina at Charlotte since 1964, became a full professor in 1972, and served as chairman of the Biology Department from 1994-1996. Currently, he is retired from teaching and holds the status of Professor Emeritus.
Professional Experience:
Dr. Matthews has over 30 years experience in the study of the plants, ecology and natural communities in the Carolinas. He has been the author or co-author on 27 scientific papers from 1966-1998. He is a Contributing Member of four professional societies: American Society of Plant Taxonomists, International Association of Plant Taxonomists, Southern Appalachian Botanical Society and Association of Southeastern Biologists. Dr. Matthews has been the recipient of the following professional awards: North Carolina National Bank Award for Teaching Excellence, 1972; Governor’s Award for Excellence,
State of North Carolina, Environmental Activity, 1994; Southern Appalachian Botanical Society, Elizabeth Ann Bartholomew Award for Distinguished Service, 1995; Mecklenburg County Environmental Protection Commission, Environmental Excellence Award, 1995. Current Position and Background:
Dr. Mellichamp has been a professor in the Biology Dept. at the University of North Carolina at Charlotte since 1976, and is the Director of UNC Charlotte Botanical Gardens. He is a founding partner in HARP and serves as Senior Botanist.
Professional Experience:
Dr. Mellichamp’s research specialties include biology of rare and endangered plants, native plants in the Carolinas & their landscape use, Natural Areas Inventories, general information on carnivorous plants and hybridization of Sarracenia pitcher plants.
Dr Mellichamp has co-authored three books: Textbook Practical Botany (1983); Co-author with Peter Loewer: The Winter Garden (1997); Co-author with James R. Wells & Fred W. Case Wildflowers of the Western Great Lakes Region (1999) Dr. Mellichamp has published numerous articles and given professional presentations on: rare plants, carnivorous plants, plant collecting policy, greenhouse and gardens management, plant names, native plant landscaping, pollination biology, botanical history, native orchids, wetland plants and habitats, and winter
garden plants.

Dr. Forsythe is the lead scientist/designer for HARP's stream and wetland restoration, creation, and enhancement program. Since 1997 he has led HARP's efforts to restore and/or enhance some 45,000 linear feet of streams and rivers for private clients, the NC DOT and the NC EEP (formerly WRP). His research and design work has guided approximately 7-8 million dollars worth of water quality design/build services. Dr. Forsythe is currently engaged in applied research efforts to improve the protocols for stream restoration and urban stormwater BMP's, and has presented new and improved strategies at the “Emerging Issues” Stormwater conference in Asheville (April 22, 2004) and at the 2004 SE United States Stream Restoration Conference (Winston Salem, June 20 th , 2004). Notable past and current projects and roles include:
* Lead designer of the ˜$1.3Million (5,000 ft) NCEEP-sponsored Freedom Park – Little Sugar Creek Restoration (part of the 12 mile Little Sugar Creek Greenway)
* Lead designer of the ˜$700,000 (4,000 ft) NCEEP-sponsored Irwin Creek Restoration (Mecklenburg, Co.)
* Lead Environmental Consultant for 12 mile Little Sugar Creek Greenway Master Plan (Mecklenburg Co.)
* Lead designer for the NCEEP-sponsored Caldwell Station Creek (WSII watershed) and wetland restoration, Huntersville and Davidson areas, NC.
* Lead designer of the Brush Creek/Little Pine Creek WRP restoration – NC Blue Ridge Province – trout waters.
* Lead designer for ˜3,000 ft of stream restoration along Un-named tributaries to the Yadkin River for the City of Winston Salem (mitigation for new Water Filtration Plant)

* Lead designer of ˜3000 feet of stream restoration in the upper Rocky River Basin (tributary to Coddle Creek) for the NC-EEP.

Dr. Forsythe has held Professorhips in the Earth Sciences at Rutgers Univ. (80-87) and at UNC-Charlotte (89-05), has been a Senior Fellow to the Smithsonian Institutions' Air and Space Museum (88-90), and has held adjunct and visiting appointments at the Lamont Doherty Earth Observatory, the Lunar and Plantary Institute (Johnson Space Center), and the Jet Propulsion Laboratory (CalTech, Pasadena). Over the last decade he has managed approximately 1.5 million in academic research contract funds, been Chair of the UNC-Charlotte Environmental Academy, the primary Contract Director for the UNC-Charlotte Office of Environmental Assistance for Small Business as well as the Principal Investigator/Project Manager for 3 major EPA grants that focussed on technology transfer for pollution prevention including an EPA319 project to promote Low Impact Development approaches to storm water management for the Upper Catawba River Basin. Dr. Forsythe is author of the “Water Resources” Chapter in the North Carolina Atlas (UNC-Chapel Hill), coauthor of the 1994 NC WRRI publication on Wet Detention Basin Performance, and has over 75 professional publications in the Earth and Environmental Sciences literature. He is currently President of Terradigital, Inc. the primary provider of HARP's environmental restoration design services.

Current Position and background
Mrs. Blackmon joins HARP as Operation Manger to assume the day to day responsibilities of HARP's operations under the tutelage of Dr. Jim Matthews. Formerly Mrs. Blackmon was employed by AMEC Earth and Environmental, Inc. where she oversaw the financial management of the southeast region of AMEC and later moved on to project work as a staff engineer and scientist. Her background in contract management, financial and business management as well as environmental project work make her a valuable asset to HARP.
Professional summary
Mrs. Blackmon has 10 years of environmental science and engineering experience. She has served as project manager as well as task manager variety of civil engineering, environmental and natural resources projects. She is trained in the Natural Channel Assessment and Design methodologies taught by Dave Rosgen, PhD. As well as methods taught by North Carolina 's Stream Restoration Institute. She has considerable stream restoration assessment and design experience as well as design and monitoring of stormwater wetlands and constructed wetlands for waste water treatment. Her experiences in stream and water quality BMP design and monitoring includes stream crossing including culverts that combine geomorphic principles with traditional civil engineering methods. She has extensive experience with stream and river monitoring and assessment which include geomorphic surveys, Bank Erosion Hazard Index (BEHI) analysis, Pfankuch stratified by stream type, riparian vegetation monitoring, particle size analysis, sediment transport analysis, reference reach data collection, analysis and dimensionless ratio analysis and application to natural channel design. She has performed site assessments for a variety of environmental projects, she has performed a variety of surface and ground water sampling regimes, conducted soil sampling and prepared and implemented re-vegetation plans. Mrs. Blackmon has co-authored and presented three papers on the evaluation of soil erosion prediction models as compared to actual field measurements. Mrs. Blackmon also has a degree in paralegal technology supported by 11 years of experience in contract management, business development and financial business management.

Current Position and Background:
Mr. Soule is a key member of the HARP team. As a botanist he is proficient in the collection, identification, and preservation of plant specimens and has been the lead field technician for all of the Natural Heritage Inventories performed by HARP. As a trained surveyor, he is comfortable performing field surveys using maps, compass, transit, and chain in addition to mapping and drafting with traditional tools and Auto Cad. Mr. Soule oversees channel construction on stream restoration projects, as well as bioengineering for bank stabilization. He oversees wetland
restoration and planting projects. He provides riparian buffer characterization, and maintenance and monitoring plan development for stream and wetland projects. Mr. Soule has participated in numerous Environmental Assessments, Endangered Species Surveys and Wetland Delineations for HARP. Mr. Soule is very familiar with the taxonomy and habitat of the Federally Endangered Schweinitz’s Sunflower (Helianthus schweinitzii), and Threatened Dwarf Heartleaf Ginger (Hexastylis naniflora), as well as other rare species and species of concern.

Ms. Gaffney joined the HARP team in 1997 and serves as project manager, field botanist, natural communities evaluator, NOV crisis manager, certified site inspector, wetland delineator, and bioengineering supervisor. As a botanist she is proficient in the identification of plants. Ms. Gaffney is very familiar with the taxonomy and habitat of the Federally Endangered Schweinitz's Sunflower ( Helianthus schweinitzii ), and Smooth Coneflower ( Echinacea laevigata ), Candidate Georgia Aster ( Symphyotrichum georgianum ) and Threatened Dwarf Heartleaf Ginger ( Hexastylis naniflora ), as well as other rare species and species of concern. She served as field botanist and wrote reports for Natural Heritage Inventories in Cabarrus and Lincoln Counties . She is responsible for long term monitoring and management of two piedmont prairie restoration sites funded by the US Fish and Wildlife Service. Ms. Gaffney has conducted numerous Environmental Assessments, Threatened and Endangered Species Surveys, Stream Assessments, Tree Surveys, and Site Inspections. She has also managed numerous remediation projects for compliance with the NC Sediment and Erosion Control Ordinance and other local ordinances.

Mr. Peoples is the lead contact for HARP's clients for developing planting plans. His ability to meet client budget restraints is unsurpassed. He is well versed in matching plant species to the habitat and in acquiring plants in the most cost effective manner. Mr. Peoples directs all of HARPs vegetation installation regardless of size. His responsibilities also include training personnel in the proper installation techniques for live stakes, bare root and containerized material.
